Seems I defined the thing to display WITHOUT the MENUS up top. How do I either force them to appear with the document and/or invoke the Security Password I set for editing permission?

Try using the keyboard shortcut to open the document properties dialog box.

ctrl D

You should then have access to change both settings. The menu checkmark is on the Intial View Link, and the security for the password.
