re index cookies?

In moving from Windows 95 to 2000, I was given a new machine. Prior to the change, I exported cookies from IE to a directory. Unfortunately, I guess I didn't specify "text file" so I've got a whole cookies directory including the index file. Of course the new machine's IE expects a text file if I try Importing from the IE menu. I determined that the new cookies folder won't let me delete the index. So instead, I moved all the old cookies (a whole bunch of them) to the new cookies directory. But of course the new index doesn't know about them. Is there any way I can reindex the cookies?
 
If the complete, old cookies directory still exists,
does not Import from the IE File menu work ??
