RDS Error 1406 installing office 2003

I have a new MS Server 2008 R2 64 bit server that will be my Remote Desktop Services host. I started to install apps using the Install Application on Remote Desktop... in Control Panel- Programs.
I am logged on as the administrator and am getting an Error 1406. Setup cannot write the value to the registry key \Software\Classes\Licenses\ED4b87c4-9f76-11d1-8bf7-0000f8754da1. Verify that you have sufficient permissions...blah blah blah.

Would someone be able to assist me in resolving this?

Are you installing Office 2003 w/SP3 which is the lowest support version under R2?

Yes...I did figure it out, I needed Windows Installer. I now feel like an idiot...thanks anyway
