RDP not working for new user?

The new user is in the "Remote Desktop" users group. Yet still it wont work. I created a new account via the windows sbs console. Then added the user to the Remote Desktop users group. I created a VPN connection using the credentials from the new user. Connected via the vpn. Then attempted to remote desktop to the server and recieved the error "you must be granted the allow logon..."

No i dont think any non-admin users can login. I used the "standard user" template.
 
I think what you are encountering is an "as designed" situation. Non-admins are not normally given the right to log on to the server, even when added to the Remote Desktop Users group. The server desktop isn't intended for anything except administration.
