RDP -- How to prompt to accept connection? 1

How can I, using RDP and GPO, set all our Windows XP Pro systems up to prompt the user to accept a connection before initiating that connection from our helpdesk?
 
Maybe you could use Remote Assistance rather than Remote Desktop?

To offer remote assistance type the following in the start run box -
