RCC CCRSdisabled error msg

Just upgraded from 3.6 to 4.0 on a BCM 400 installed RCC but when trying to connect to the BCM I get this error

CCRSdisabled

I have checked to CCRSAppserver service is running if i disable this service the error changes to unable to contact call centre.. any ideas...

callpilot, the contact center password was null, and the 'enable reporting cc stream' was disabled
