rawurldecode() option for PERL?

I've got a database that is access by php and perl. Everything is entered with php so it is encoded with rawurlencode() and stripslashes() before it is stored in the database. How can I undo this when I pull it out of the db with perl? Changing the way it is stored with php is not an option.
