Ratio of Developers to Employees or Projects

I know this is a question that you cannot put an absolute quantity on but I was wondering if anyone had any resources or feedback based on their businesses on about how many developers would you need either per employee in the company or per number of projects. We have a decent size company with about 700 employees and keep around 180 projects in queue that range from one day thing to a one year thing.

Any help would be nice. Thanks.
