rate-limit on a burstable ethernet connection

I currently have a full DS3 and I am getting an additional circuit but the new one is a burstable Ethernet connection. It is initially rated for 10Mbps but we wanted it be able to handle all of our traffic should our primary line fail. What is the best way to limit the bandwidth usage on this circuit unless we need to fail over to it? Should I be using rate-limit on the output of the new interface? (inbound is never really high but we transmit a lot of data to the internet.)
