Rastor program? Rastor design

I have scanned all of our old manual drawings. I use autoCAD2000, i was told to buy AutoCad rastor design to help modify these files, i know these are rastor files and autoCad is a vector program.
Has anyone done this before and have any comments or recommendations.
 
I have used the trial version. It does give you a lot of tools to speed up the process and works pretty good. It is still a very labor intensive operation no matter how you go about it. If you have to do a large amount of drawings, I would recommend it unless you could hire a student to recreate the files for you (not a fun job).
