Raster image scaling in AutoCad 2002

Does anyone know of a program or lisp routine that helps to scale and possibly have an option to warp of fit the image in AutoCad? I use the AutoCad pulldown feature for image insert and scale the drawing based on the bar scale and or other known variables suach as the property line. It seems impossible to get both the X and y scale to be somewhat close to the actual drawn image. We have a full size Ricoh copier,scanner, and plotter all in one. I have not seen anything on the net that allows the user to be able to scale the X and y or be able to at least warp the image in. The scanned image is to scale and is in very good quality. So if anyone can help I would greatly appreciate it.
