A mobile user reports error 651 when dialing in. Modem on Server handshakes but then gives a constant tone before dropping the line. Microsoft says error 651 means ' your modem has reported a problem ' can anyone give a more detailed meaning and/or solution to the problem?

I had a similar problem; the cheapest and easiest solution (unless you've got a modem board), is to replace the modem.

Another - to call the manufacturer, and request the proper initialization string for this particular model for your OS. I had a case (HP Pavilion, forgot the modem type), where a damn thing did not connect with one ISP only - all others were fine! It dragged on, until I've spent 3 hours on the phone with HP CS guy, who gave me a mile long init. string, and I have no problems ever since.

Some modems are just require too fone a tuning to make them work on particular systems, with particular client modems.

Switching to a generic driver might be of some help, too.
