RAS Modem Throughput speeds

Hi all,
I have a RRAS server which runs an ftp server, BulletProofFTP.
Clients dial up, get authenticated and connect. they are then authenticated on the ftp server and start sending the files. I get a throughput of 1.069 K\bs max on this Ras connection. If I dial up to a Win2KPro machine, I get 2.x - 3.x transfer speed.
Users are assigned an internal IP by username.

Would appreciate any ideas on this one!!
