Are you wanting to buy VPN boxes like Netscreen or use your existing Servers. Also do you need access from one to the other? Or are you going to have both sides accessing each other?
You can setup a Hardware VPN on one side and a software client on the other if only one side needs access. Or do both hardware if each side needs access to the other.
Then, either way you can set your Servers up to do. But it takes more resources and setup to do it with your servers.
Give a little more info about what you would like to do with this VPN for the best solution and how to go about it.
If you have two Servers and want to go both ways then you need these things and in this order....
1. Internet connection for both. And you really need a fast connection. DSL at the very least.
2. Install VPN Server
3. Add Demand-dial Interfaces and create static routes on both VPN Servers.
4. You will need to then create VPN service accounts within Active Directory for these VPN Servers.
5. Configure their Dial-in Permissions and verify permissions within the remote access policy.
If this isn't urgent you might want to setup a test lab and get the configuration down if you have four computers and three hubs you can create a clone of what you are about to do and test it perfectly. Two computers will need 2000 or 2003 server. Two workstations and three hubs. One hub acts as the internet and the other two are connection each network of one station and a VPN Server.
I am going to have to cut this short for now. Let me know how big of a hurry you are in and I will try to find more time to type all this up. I am pretty busy right now though.
