RAS and 56K modems

I have seen a few threads discribe this problem but no real answers.

When my users connect to the RAS server (NT4.0 sp6) the maxiumn connection speed is 28800. Most connections are less the 28800.

I have 4 USR 56K fax modems installed using the latest USR drivers. THe modem.inf file is from the USR BBS and is the one they(USR) say to use.

All four modems are conected to a digi 4 port, all ports are set to max bps rate. (using the lastest digi drivers).

Connecting direct to any of the modems (with the rras service stopped) produces a 52K connection, this was tested with a few different laptops. Using the same laptop connection to RRAS via DUN vs hyperterminal is 28800...

I have connected a data scope to the port/modem and trace the init string. It looks ok however it is not the one in the modem.inf. I searched the regestry and found a few more init strings. But that were different fron the data on the data scope screen.

It looks like RRAS is forcing the connection to a 28K limet?

Any Ideas ... ( I also set up a win2k RAS system with the same problem????
