RAS 2003 server NT Domain

I have a RAS server (2003) setup that is part of a NT domain. I have this so users can access files on the NT domain when they RAS into the system. My problem is this -

I need to assign a user a static IP for application function. When this user logs in using microsoft vpn, it gives the user an address out of the pool because it recognizes the name that is part of the NT domain. When the 2003 server was not part of the domain (no one needed access to files, then the local user (2003 box) was used and the static ip worked fine).

How can I assign a static ip to a user that logs in and needs a static ip and access to files on the NT Domain?
