Rare disc useage max-out slowing server to a crawl

I have an occasional problem with my terminal server where the pages per second and average disk cue max out for about 20 minutes which causes massive slowdown and dropped connections. So far it has always been on a slow day, but during a busy day this could cause major problems for remote users connecting through the terminal server to SQL on the primary server.

All the server backups are done after hours, and there is nothing in the event log to indicate a problem. The server is just used for TS and an occasional fax job, and everything seems solid. The server has had the issue under a fairly low load, I've seen it handle alot more users with alot more activity and be fine. I've checked everything I can think of, so now I am looking to locate the source by tracking usage.

What I am trying to figure out is if there is a way I can track, or see during the event, the user or process that is causing the issue by using up so many resources.
 
What OS is running on this server? If it is running Windows 2003 Server and Service Pack 2 there is something with service pack 2 that makes file sharing really really slow. You will have to make a registry entery or change to fix this problem. I have done this to my windows 2003 server and it fixed the problem. But I can not seemt remember where this entry is done int he registry. I hope this helps.
 
Yes, it is server 2003, but we really don't share any files off that box.
