RAQ 3 & CGI

Hi I wonder if any one can help I am wanting to set up a file for processing a form on a virtual site on a RAQ 3 how do I set up the directory for processing the form from Dreamweaver 3? do I just set up myvirtualsite.co.uk/cgi-bin/formmail.pl and create a file in my virtual site called cgi-bin to put my formmail.pl script in?? I have found the /usr/cgi-bin on the server and although I log in as the server adminstrator it will not allow me to upload my formmail.pl into it where am I going wrong? is there any information on the web to tell me? Cobalt just directed me to forms talking about CGIwrap?? which has confused me even more all I want is a form from Dreamweaver 3 to be emailed to me??
