Ranking in Dial Plans

Hi there - I am testing some routing and came across an issue. I want to route calls to a specific server than have another server as a back up. I can do this via the ranking option in the dial plan. However I have just come across an exiting dial plan and the two servers are given the same ranking - calls seem to be spreading evenly across the two. My question is does anyone know how the calls are being distributed?

where are the calls originating and what are they using SIP, PRI, etc. explain what types of systems you have, where the call originates the path, if its SIP do you have NRS or Session Manager, give us some idea.
