random voicemail messages

A Little bit of a Soap box Question, With system's administrators one of our Duties is to protect the phone system from "Hackers" i.e. somebody who wants to call long distance on our dime, at what seems like random times, someone from a call id I have not heard of, i.e. anywhere from California to New York will leave a message that only amount to white Noise, among others, no formal message that says "Call me" is this some kind of New Probe ? or recon by a hacker ? anything to do other then just delete it
 
I haven't run into this. I maintain only three legacy Avaya telephone systems. No reports of odd voicemails. Just out of curiosity...if someone tries to call one of the questionable numbers back...what do they reach? LEC intercept, reorder or dead air after digits would usually indicate a spam/trash call.

most of the time it is a lec intercept message, or the "cannot be completed as dialed" if there is nothing on the message, So far I am presuming people are "Pocket/butt dialing me" which would account for the random noise on some of them
the noise is random from the sound of water filling a glass, white noise, Railroad train sound, never a "Hi this is XYZ with ABC, Company" a lot of time when I look up the number in whitepages.com and it will say "unknown number" that is where I drop it
as people have pfhished/forged the caller id information
 
If the telephone numbers that are passed along as a part of the caller ID record are invalid, I'd chock it up to spoofing.

The white noise could, very well, indicate that someone is trying to hack into the voicemail system.

Doubtful that the source of the calls will be located as much of the spam activity received day in & day out originates overseas (largely India) using VoIP services.
