Random IP stations in multiple locations reporting No Dial Tone. Status station shows Service State: out-of-service, TCP Signal Status: connected

Normally this would be a station that is busied out but these have no error code 18.

At the users desk, all appears normal but - No Dial Tone
Calls to extension go directly to coverage.

To recover simply busyout and release the station. The problem is we can not find affected users unless they report NDT and can not determine what causes a station to go to this state.

You could do a "list registered-ip-stations" first thing each day, and then compare the new day to the previous day. This will show you the stations that were registered the day before and are not registered now.

You will find that the IP phones shown as "out-of-service" will not be registered.
