Random Calls From VM Box

Greetings... As, primarily, an AT&T, Avaya, Nortel and NEC guy, I am newly wandering into Panasonic territory. I've taken on a couple NS700 systems, and I recently went through the certification process. I'm having a couple issues that are vexing me, though, and thought I'd reach out to some more-experienced Panasonic gurus....

I've got a KX-NS700 at a school district with a mix of KX-NT600 series phones in offices and HDV130B phones in classrooms. A few months ago, a couple users began receiving "missed" calls from one of the VM extensions. Over time, the number of calls and the number of users receiving them has increased. Some users have managed to answer the calls while still ringing. They report the same VM box is always on the line when they answer. My hunch is that someone has an undesired setting enabled in their VM box. Am I barking up the right tree, and does anyone have any troubleshooting advice?

Do all the classrooms have voicemail setup on the extensions.

Do you have messages notifications set for the messages to call the phones.

Have you looked at the mailboxes to see if external delivery has been enabled

Do you have sip trunks on the system. Are the ports 5060 ( providing you are using the default ext ports)closed to the system externally. Could be phantom/ghost calls with some trying to hack into the system
