RAM Increase stops W98SE seeing PCI Bus!

We've got a Gigabyte GA-5AA (ALi chipset) with a K6-2/400 running W98SE. Everything works fine with the original 32MB DIMM except that we need more memory.
According to Crucial, this board should take either EDO (as stated in the m/b manual) or PC133, but we've tried a 64MB DIMM of both types, and get exactly the same problem each time.
The BIOS seems to detect, test, and report the memory OK, but W98SE seems unable to use the PCI bus! First it reports that the AGP Graphics adapter is not configure properly, but then the Add New H/wWiz only reports the PCI Bus as having a problem. After searching for an updated driver (on the hard disk) W98 reports that the best driver is already installed. When we get to the desktop we then find that the CD-ROM is not there, and Dev Mgr doesn't show any Hard Disk Controllers, Display Adapter, or CD-ROM.
We've tried both the original ALi Bus Master Driver (although trying to update to the latest version fails) and W98 Standard Dual PCI IDE. We've updated the ALi AGP Driver. Still the same!
Put the 32MB DIMM back in and everythings OK again!
Anyone got any ideas before we try a big hammer?

Is there a bios setting which allows you to change the speed of the memory? If there is, set it to slowest speed available & see if that helps.

-"ClearCMOS", double-check your BIOS settings (RAM, AGP...)
-Check the "64MB" to ALL sockets alone
-Update your BIOS:
