rage 128 4x has no OpenGL

i am attempting to play a pc game (call of duty) on a DELL with a pent.III 1Ghz CPU. My system meets or exceeds the game requirements, when i load, i get an error console message; "Could not load OpenGL" . What is OpenGL and how do i enable this feature? (It is supported by my card) MANY, MANY THANKS!!!
 
OpenGL is a cross-platform standard for 3D rendering and 3D hardware acceleration. If it is not installed on your system, go to your graphics card manufacturer's website and download and install their latest OpenGL driver.
