RADIUS for a Wireless Router

Fairly new to RADIUS in general so I apologize for the noob question, just want to know if what I'm trying to do is possible or not before spending the next 14 hours trying to answer this one question:

Using Windows 2003 SP1, ISA installed, and a Netgear Wireless router set to the 2003 server for RADIUS.

Do the machines that attempt to connect to the Wireless Router have to be members of the windows 2003 domain in order to connect?

If no, how does the user on the laptop authenticate to the RADIUS server? At some point should they see a userername/password prompt?

Is this process possible without the need of installing a certificate on each pc that tries to connect?

Thank you for any advice!
 
the machines don't need to be a member, but the users need to have an account that is set to either allow access, or control access through remote access policy.

i am assuming the IAS server is a member of the domain. if not, you have to use local groups and accounts. Either way, you have to authenticate.
