i have a radeon 9000 on one pc and a radeon 9200 vivo in another and i noticed that the connector for the video in/out will go in the 9000...does that mean i can use it for video in?

I think this is only able to do video out not in. Not that sure, have a look on the manufacturers website for more info.
If the card is only using the Radeon chip the manufacturer could be anyone. If you don't know have a look at the card itself to find out who made it.
it is a sapphire radeon 9000 128mb ddr...i was just curious as i have a 7000 with the same outputs but the svid out is a standard svid out and the 9000 has the same connector as the 9200 (extra holes that could possibly be for the in). i guess what the real question is is wether sapphire uses the same connector on all boards or can it do in as well as out if a get the nessecary cable.... the oem website was not helpful @ all and i lost the manual ages ago in a move.

The actual socket I believe is a standard part (like firewire, din, usb, etc) but the part that it is connected to is what is changed. Some of the pins won't be used on a board not listed as having 'in'
However i've got a 9100 vivo which the Sapphire website claims they don't do. It is in fact a rebadged 8500 which they do list. The packaging did state quite clearly that it was vivo so I would suspect your card isn't
