Radeon 7500 Monitor problems every 3rd start up

Radeon 7500 video board....128mb........Monitor problems occur every 3rd start up or sometimes every start up. Sometimes I can still read the monitor and sometimes it is too garbled to read.
This happened with win2000 and now with winxp. With win98 me on another drive there is never a problem. I have removed and reinstalled the latest drivers and made sure any reference was also removed from the registry.
I am at a loss after several months!!!
I was running 3 operating systems on different drives for 3 years with no problems. I now run win xp, winMe and win2000 Japanese

I just built a new fire-breathing system for a friend...(and customer) and sent it home with him...(didn't have the monitor for the setup) He hooked it up to his old monitor and got the same stuff you're getting...EVERY time.
It worked perfectly on mine.

The monitor is fine on the other systems now. I only had this problem since I installed a new video card.
I concurrently run 3 operasting systems.
