Radeon 7000 in xp, re-install not working

I have an ATI Radeon 7000 with Tv-out. I was trying to update my drivers and when running the setup it failed because it could not load islayer.dll. I though that maybe this was because it was being used, so I uninstalled the current ATI driver, restarted and then once again tried to install the most recent driver. I once again got the error and am now stuck with 640X480 resolution and 8 bit color depth. Does anyone know what the problem is, or does anyone else have islayer.dll on their computer that they can send me?

XP should have some built-in drivers that work with a Radeon 7000. I've built a couple machines using Saphire's Radeon 7000 card, and each time XP was loaded, a generic Radeon driver was being used, allowing any resolution, any color depth.

I have noticed too, drivers off ATI's site do not work with some Sapphire cards, including the one I usually buy. Also, the drivers off Sapphire's website too do not fully install with the card, I use an older version that came on a cd with the card, and those work great, give me all the control panel options as well!

So the moral of this story is: ATI driver situation is still a mess & just try different versions until you find one that will work.
 
That is all fine and good, but I can't run any driver installation. They all tell me that I am missing Islayer.dll. Where does it reside?

Actually, when I installed the Radeon 7000 on my XP, it did not detect any drivers for it, and so I had to do it manually. Here are the links:
