RADB " aut-num " object

Question:

what exactly does the (0.0.0.0 /0)mean in the following statement that I've found in a particular aut-num object in the RADB?

import: from AS38 action pref = 100; accept AS38 AS-UIUC AND NOT {0.0.0.0/0}

-is it a null route?
-or is it quite the opposite and includes "everything else"?

Any tips are greatly appreciated.
