R7 to R11 PRI Licensing question

We have upgraded a bunch of systems in the past and every single time, when the PRI was a legacy IP400 card we replace it with a brand new PRI U and new licenses, pretty clear cut. For all other migrations I have worked on, the T1 licenses were always migrated at no charge. I am not sure if the gap between my last migration and this one has grown so far apart that I already forgot the nuances of pricing or maybe Avaya changed their upgrade prices but I tried an R7 system with a PRI U board using the serial number in A1S and this time A1S is charging for the migration of the T1 licenses, is this something new or is this my first time coming across a system where T1 licenses are not a free upgrade? Just curious!

I *think* it was the beginning of the year, or end of last year, all license migrations now cost $. You're paying to keep them, essentially. Still cheaper than new, of course.
The 8 original channels are still free, but any extra licensed ones still need to be paid for (if keeping).

Yes, you are correct, I was waiting for Avaya to respond and they finally replied to my email. Not sure why I always find out about Avaya's changes in policy and pricing just after I closed a deal or I come back from a customer's site to put together a quote, never before!! Maybe I missed subscribing to the Avaya newsletter where that information is published.

Older systems being upgraded are now subject to a minor cost for the license migration it is not a full purchase cost but there is a cost now. It will apply on any quotes that you working for upgrades on systems older than R9.1.
