R7 Messaging with R 6 3.0

I tried to install a R7 Messaging today on an existing system.
5 Slot carrier
1 ACS 3.0.1
2 206e cards
1 200 card( just 2 lines no extensions.)
When I first installed the module the yellow light would not go off and the ports would not answer. After reseting the system the green light came on,but then the voicemail was in test mode and could not see the license card. I took the messaging module out and installed it in another system. Both the License card and module worked fine. Could it be that the module will not work with a 200 module or maybe I have a bad 5th slot on the carrier?
 
You might try putting the Messaging in the 4th slot, and the 200 in the 5th slot. IF that doesn't work, remove the 206 and 200 cards, put the Messaging in the 1st slot, and the ACS of course in the center slot. See if that will work, then try adding one 206 after the Messaging. If that works, put the 206 is the 1st slot, and the Messaging in the 2nd slot.

You need to find out what is causing it to fail.

In each of these senarios, it is important to program the voice mail ports for the Messaging to have it see and sync up with the processor.

I have an Avaya Partner ACS System with the following components:
5 Slot Carrier
2 308ECs
1 ACS Proc. R3.0
1 308EC

In that order. When I do Feature 59 I get:
P ACS R4.0 C01

This is for a single company. We have 12 lines. I want to use 10 lines for one company. 2 other lines for two separate companies. I would like to have 3 separate greetings and VM systems. With my current system is this possible? If not are there other cards or combination of cards that would facilitate this. Thank you in advance for any help.
