R5: To Do appears on Calendar when not requested

I have a new user whose To Do lists appear on his calendar even though his TOOLS-PREFERENCES-CALENDAR-TODO settings clearly are unchecked. We've even checked and unchecked them repeatly in hopes of "jarring loose" whatever is causing the problem.

Does anyone have a solution?
