Strangest thing: I Pull-down "tools>out of office". I Put in dates. I Click "enable". I send a message after the start date and nothing happens--no "out of office" message is generated! Has anyone seen this? Is there something I need to do on the server?

To check if this is the case, from the mail view in notes, take the menu options view > agents. You will see an agent called outofoffice. Right click on this and select run. If it all goes through, then this is the case. If it doesn't then there are other errors you need to sort out. let us know how this goes please.
