R3 small VM won’t pickup outside calls

I just swapped out an ACS R3 with an ACS R4. The voicemail is an R3 small, the old style pink colored one. The system is recognizing the card and has access to everything except it isn’t picking up outside calls, just intercom calls. Outside calls just keep ringing.

I have #507 set to always
#506 set to 4 Rings each

I am sure this has been answered before but I couldn’t fine any previous post that was identical.

Additionally, I have X206 assigned on all lines.
