R12.1 wav file codecs have changed to PCM MU-LAW and won't play on cell phones

Hi All
Upgraded a system to R12.1 and since then the voicemail to email had changed the codec of the sent wav file. Some iPhones and Android phones have problems playing them. It plays on my iPhone iOS18.1.1, funny enough, but the customers iPhones or Android phones do not play it. It also doesn't play in my Android R11 phone.
Is there a way to tell the server which codec to send it in?
