R10 Softphone License Issue

We have uploaded IPO R10 SFTPH 1 PLDS LIC and R10 Preferred Edition License on a system but when we install the Communicator on PC it shows No License Available.
In system configuration the licenses are showing as Valid.
What is the cause for this and what is the solution?

I think because you need an office worker or power user license in the user profile.

I could be full of shit, but i rarely use licensing like that.

Is this a PC or Mac ?
I believe that license is for Mac only
For PC's you need office worker or power user.
