To gain the flexibility of number or rings vs. immediate or delayed, R3.0 should be your minimal choice. But you'll not find many R3 cards available, R5 is the current shipping standard.
When you power down the system, put in the new backup/restore and UPGRADE card, it will flash the CPU to R5 on power up (CPU light wil flash red as it upgrades).
However, a straight backup/restore card has no upgrade capability unless programmed for upgrade. It's possible you have a non-upgrade card. It can be flashed to regain upgrade capability, post again if you need that done. Be glad to do it for you or tell you how off-forum.
Another possibility is the CPU is not an R1.1 but actually a R1.0. That would require a CPU change, as they will not flash to R.anything. Do a Feature 59 from any display set to verify vintage.
Another possibility is the CPU is stubborn. I had one just today (an R2.1) that refused to flash to R3 (needed an R3 to replace a dead one due to lightning strike that has a good R3 backup card in it). I flashed it with with several reloaded R3 remote, green and yellow cards with no luck. But it flashed immediately to an R5 on the first try! So, sometimes there's no rhyme or reason to it.
