Qwest PRI T1 no longer works on 4.0.14 or 4.1.9

I am wondering if anyone else has experienced this same problem. I have a customer with 5 IPO 500's located around the US. Each one has a local PRI (Verizon or AT&T) and a Qwest PRI LD T1. Currently these systems are using 4.0.10 but when I try to upgrade them to 4.0.14 or 4.1.9 the Qwest LD will no longer pass outgoing calls. Inbound 800 calls are fine. The local T1 works both inbound and outbound. I called qwest and did a D-Channel trace and they told me it was missing the setup message. Since this circuit worked perfectly fine before the upgrade it made it very hard to argue with them. This is not the first time I ran into an issue like this but was hoping someone could tell me what the problem is.

I have other customers running PRI on 4.1.9 with no problems. Granted they are all local CLECs but that shouldnt mean a thing.

How long of a stretch is it between the smartjack and your system?

What do you have the Haul Length set for?

Were you receiving any errors on the line prior to upgrading?

You can trace this yourself. In Monitor under the ISDN tab enable all L3 options then look for something like that below. Notice the "Message Type = Setup" as an ISDNL3Tx (Transmit). You should also get back from them a "Message Type = CallProceeding" as a ISDNL3Rx (Receive).
