Quotas

I want to set up quotas on my box. I have found some how-tos, followed them to the T, and am still having issues.

First, I verified the quota install.
Second, I set quotaon in startup.
Third, I made sure quota.user and quota.goup were on the root partition and that the usrquota and grpquota directives were in fstab.
Fourth, I used edquota -u user (set to a real username) and after I edited the hard and soft blocks, I saved the file.
Last, I tried checking "quota user" and "repquota -a". I got some strange reporting.

Root had a quota, although I didn't set one for root. All users in "repquota -a" were system users and not shells. Such users were utmp,man,root,xfs, and only one legitimate user.

I set that legitimate user quota and it worked, but I want all other users to have quotas, and they do not show up onn "repquota -a". I also need to get rid of root quota, and I would like to get rid of the system users from quota.


Does anyone have an idea?
