Quotas not working for some users

I have quotas set for the /users partition, and quotas seem to be working fine. However, I just found out that there are some users who are over their quota and can still log on to the system.

I did a edquota and reset the quota, but the timelef field always says 'NOT STARTED'.

I read the edquota man pages and there was a note that quotacheck has to be activated before quotas are assigned, but I have no idea what this means.

Please help.
