All users have been set up with no quotas on any tablespace, but they are able to create records. Is this because the schema owner's profile is used or some other reason?
 
I think you have it exactly right. Individual users can insert rows because they have insert privileges on a table. If the inserts cause the table to add an extent, it's the table creator's quota that is checked when allocating the extra space.
