Quota Problem

I have a weird problem on a server where I am trying to set up the disk quotas. I have set up two servers previously without any problems. All three are running Suse 8.2 with ext2 filesystems.

I have setup the quota system on the /home directory partition. The quotas work fine for existing users but when i create a new user the quota system does not update when files are created/removed as it does on the other directories. I've run quotacheck but still it doesn't update.

Any help or pointers would be greatly appreciated.
