"Warning
Do not use Apache 2.0 and PHP in a production environment neither on Unix nor on Windows"

Could someone explain this in simple terms? It seems like it's saying don't use php(?!) Why would php.net say don't
use php???

They only say not to use it in a production environment. The causes are that ApacheII is multi-threaded web server and in architecture completely different from the 1.3.x Apache builds.
They are just covering themselves against issues that may emerge. Apache 1.3 and PHP are an extremely stable combination, which is not yet guaranteed to be the case with Apache II.

I was at a conference where someone asked a couple of the Zend developers about this. Their response was basically... we don't have any significant complaints and many people use it in production.... but you're talking about an awful lot of code which has never been tested as multi-threaded safe, and we don't have anyone willing to test it, so we're not promising anything.
