There's a program called Perl Code Editor, or PCE.
Ought to get it for you.
It's free.
I don't use it (I use emacs), but it's probably pretty good. also, there is an emacs port for windows, but if you don't want to learn a whole new editor, go with PCE.
Emacs is much more powerful, though, so it's also worth a look

there's also a pre-release of komodo, an ide from activestate.
i havent tried it, but it looks really cool.
