"Verify that local domain recipients exist in...." don't execute

I setuped that "Verify that local domain recipients exist in the Domino Directory:Enable" .I intended write wrong mail address then i send to domino sever.but't it don't execute.wrong mail still in mail router.I no reiced feedback .Does it setup other switch? Can anyone help?
