"Use Cached Exchange Mode" option in Outlook is grey out 1

Hi,
I'm using Windows Server 2003 Terminal Service and Outlook 2003 Standard. I want to use the "USE CACHED EXCHANGE MODE" option in outlook to connect to the exchange server for the users but the option is grey out. Do you know how I can get around this problem. Is this problem coming from the group policy setting or the terminal server problem?

Thanks for all your reply. However, we need to be able to do this on the Terminal server users' session because we are going to move the exchange server to another site. The user will connect to the Exchange server remotely. In case we have a problem with the T1 users can still work and use Outlook's offline feature while Exchange is not available. We are a small company and don't have a lot of resources to work with. Do you have any other Idea?
 
Don't use Outlook in the TS session. Use Outlook over HTTP and have Outlook run from the clients PC.

Of course you will need Windows 2003 on the Exchange Server and all Global Catalogs to use this feature. Beyond that my only suggestion would be to use OWA.

We are using the Thin clients from Wyse to connect to the Windows 2003 Terminal Server. We are not using PCs to connect; therefore RPC over HTTPS will not solve our problem.
