"Updates Available" banner - disable Updates not working - Office 2016

Hello: I have Windows 10 and Office 2016 (standalone) on a metered connection to the Internet, and am mostly offline. I have created an MS Access 2016 application and can't disable the "Updates Available" banner, which appears every time I open the app. I can click the "x" to close the banner, which is a nuisance. I've tried "Account", "Disable Updates" - but it doesn't work (I think this is only for Office 365). I DO want to keep Windows updates 10 (when I connect to the Internet).

I tried the update once, and my computer was hung up for 2 hours with no update. I don't need regular updates. Access works fine for my purposes. (lower level computer, slower Internet connection). Keeping it simple....Any ideas?

Not clear on what you are doing, but this sounds more like a Windows update issue, rather than the Access application.
