"The information store could not be opened" Outlook2000

As a result of an outlook pst file problem our IT chaps have set me up with a new profile.
I can now use outlook when my laptop is connected to the network (with a UTP cable or when I dial in). However I get the above error message when using the laptop without a network connection.
It thought they fixed this yesterday, and indeed I think they had. However, I am back to the same problem again. I guess it is some sort of file synchronisation problem but what file?

OK, a few more bits of info:
When I am linked to the network I try to synchronise Outlook and am told I need to create an offline store.

The following file exists already - so why can't outlook use it?

C:\Documents and Settings\gkinsman\Local Settings\Application Data\Microsoft\Outlook\outlook.ost

In the past I just delete the ost and let it recreate itself.
