We have a T-1 circuit we need to do test and turn up at a new site, but we don't have equipment onsite yet.

Do you know of any device or way to make a device that can accept and loop back a T-1 AND allow test call(s) to be made?

I use a hard wire loop back. I connect wire 1 to wire 3 and wire 2 to wire 4 on the demarc block. If you have a RJ45 21x jack just unpluging the RJ45 will put a loop up. If you want to send a loop to the pbx make a RJ45 loop back plug by connecting pins 1&2 to 4&5.

Hope this makes sense
