"soft" or "smart" phone switch

We are putting a new phone switch in a large building (will have over 5000 phone connections). I understand that there is software to add to a phone switch such that you don't have to manually cross-connect the outlet to a port to get dial-tone. Essentially it allows me to place any extension on any outlet. Has anyone heard of this? How does it work? If every jack is bascially "hot" don't I have to have as many ports as I have outlets?
 
Yes, either you need a PBX port per outlet or using VOIP, you will need an ethernet port per outlet. There is no magical solution as was explained probably by a sales rep. -CL
 
Depending on the PBX's brand, there are some 'magical' solutions...
